Dependency theory and maquilladors

From what I read from the article Dependency Theory I got that the Dependency Theory is a theory that says that the poor countries are dependent on the rich countries. It also said that the rich countries are dependent on the poor countries because if the poor countries don't supply the things like shoes then the rich countries don't live the luxurious life. Also Maquillador came up as a makeup artist in spanish. I know that is not right.
